Use balanced, go to advanced settings and disable pcie, ethernet and USB power savings. This will cause your CPU to never clock down when idle and thus use unnecessary power and produce unnecessary heat. Set Power Management Mode to High performance. While load times may not really benefit it for sure makes hiccups much less likely during gameplay - I've noted this in multiple games, most games when they first load up will 'hiccup'/chug a bit but with an SSD that chug never happens at least from my own testing. Basically any top of the line intel will crush CSGO - also since SSD prices are going down I recommend trying to get a large SSD if you have the budget and putting CSGO on it. If you actually want much higher framerates than what you currently have - you want to aim for a CPU with higher clock frequency/speed. Setting your GPU to use 'maximum' performance may actually give you gains but as it says it will make your GPU run at full load when it doesn't really need it - since CSGO is so CPU dependent I recommend just leaving that setting alone. 'Unparking' cores is pretty pointless and windows 10 handles when and where to distribute core load very well.
Adjusting everything else globally is a bad idea - and if you're just using a profile for just CSGO then there's almost no point in adjusting everything there when you can just make those adjustments to your in-game settings. Single display performance mode does nothing as it only applies to openGL applications and not directX.
